The department began staffed by volunteers with four hose companies and an 1859 Jeffers Hand Pumper ("Pioneer Engine No. 1") imported from the East coast. In 1906 a Knott Steamer was added and the firefighters became an official paid department of the city. Napa's First Fire Chief, Charles Otterson
